Project Title: Best Practices Guide in the carriage of persons with reduced mobility
Duration: 15 months (20/09/2017 - 31/12/2018)
Description: Accessibility is a key element in all transport systems, since it is an expression of mobility in terms of people, freight and information. For each stage of a journey, different players are responsible for applying passenger rights rules: airports, ports, railway stations or bus terminals, air carriers, railway, ship or coach companies, PRM service providers, and national enforcement bodies to monitor and enforce the application of such rules. This study aims to increase awareness of all stakeholder groups and improve the implementation of measures and policies that enhance the accessibility of transport services for users with reduced mobility, while also strengthening their passenger rights before, during and after their journey.
Objectives: In order to achieve this, literature reviews were undertaken, in addition to user and expert surveys, interviews, the analysis of the relevant EU legislation, the identification of best practices, and analyses of more than 100 case studies. This led to:
- a structured compilation of the 30 best practices that facilitate travel for PRMs (covering all modes of transport and the various aspects they involve, such as infrastructure, vehicles, technical solutions, processes and personal assistance) and
- a guide to support the further development of policies, actions, measures or strategies with the goal of increasing accessibility for PRMs.
