Acronym: “GREEN FUND”, Sustainable Urban Mobility Plans
Project title: Provision of technical support to the “Green Fund” for incorporating specific Greek Municipalities in the funding scheme for the implementation of Sustainable Urban Mobility Plans (SUMPs). Elaboration of technical specifications for Sustainable Mobility Plans.
Duration: 4 months (30/11/2016 – 30/03/2017)

Description: The aim of the project was the selection of a number of Greek Municipalities that would be funded for the development of their Sustainable Urban Mobility Plans. For that purpose the appropriate technical specifications were elaborated in order to be adapted to each urban area’s needs

Objectives: the project’s targets were :

  • Definition and selection of Greek Municipalities to be included in the funding scheme for the development of Sustainable Urban Mobility Plans
  • The elaboration of Technical Specifications for a Sustainable Urban Mobility Plan development

HIT key role and responsibilities: HIT in cooperation with the “Green Fund”
Α. Developed a “two phase methodology” for selecting a specific number of Greek Municipalities to be included in the funding scheme for the development of their Sustainable Urban Mobility Plans (SUMPs). The current project was implemented in two phases.

  • Phase A: a list including the 325 in total Greek Municipalities was created and all the municipalities were evaluated based on specific objective criteria (population greater than 25.000 residents, regional classification, population density, existence of terminals (ports, airports), seasonality and stable touristic attraction).
    Taking into account the above criteria, a final list was created including 168 municipalities which beyond the population criterion, addressed a satisfactory number of other criteria.
  • Phase B: in the second evaluation phase, additional criteria were taken into account such as the municipality’s maturity regarding the sustainable policies had been followed so far as well as the existence of updated traffic data. For collecting the above mentioned data, HIT designed a form / questionnaire which the Green Fund circulated to the selected from the first phase 168 Municipalities. The “maturity” criterion was then evaluated using a scale from 1 to 5 (1 low maturity/5 high maturity). Following, the Municipalities were prioritized based on their maturity regarding their SUMP implementation while at the same time the budget of each Plan was estimated. Thus the final list of the municipalities to be funded was formulated.


B. HIT also formulated the Technical Specifications on which the selected Municipalities will be based for the implementation of their Sustainable Urban Mobility Plans. The specifications were based on the SUMP cycle (as described in Eltis guidelines) and clearly described the main research surveys that should be undertaken in order the current situation to be analyzed.
